2006 Referee Information for Greater Dayton Area Officials

BPYSL/MOSSL, working with local field coordinators, is responsible to assure each field has a number displayed on it that corresponds exactly to field numbers provided to both coaches and officials; similarly, the League is responsible for properly marked fields.

All matches are to be played on the assigned field unless the field is deemed unsafe for play by the referee.  Teams are not allowed to “pick a field”.

Primary field locations for 2005 include the following, although others may be designated.

Ankeney (AK)          Beavercreek

Smith Park (SP)      Middletown

Twin Towers (TT)      Dayton

Field Closure (For Any Reason)

Local site field coordinators are responsible to notify Jim Abhend of the BPYSL/MOSSL League sufficiently in advance of field closures preceding match time so that contacts may be made to prevent unnecessary travel by teams and officials.

Jim is responsible to notify Robin Rohrer who maintains the League Field Status Hotline (for Dayton/Middletown call 1-513-981-0247).

If the fields are closed and/or games are cancelled and the officials are not notified prior to their arrival at the match site, the officials will be paid for their first scheduled match only per BPYSL/MOSSL policy.

Once at the match site, the decision of the referee shall be final regarding inclement weather and safe field playing conditions.

Official Match

A suspended match shall be considered official after one full half of play (second half does not have to start).

Club Lines

If a team offers a 2003 certified USSF official, the person must be in full and proper uniform to assist the referee in all sanctioned functions, and be paid.  If the person is not in full and proper uniform, the assistance is restricted per USSF guidelines and the person will not be paid per DASOA policy. 

A “club line” whom is not a 2003 certified USSF official, is restricted to limited USSF authorized functions to support the referee and will not be paid per DASOA policy.

If only one official is available for, or assigned to the match, each team will pay the official an additional $5.00.  If the referee and only one assistant referee are available for, or assigned to the match, they will not receive additional compensation, per BPYSL/MOSSL policy.

Player & Coach Passes/Team Roster

Cards for players & coaches should appear in compliance with accepted League guidelines. No card, No Play or Coach!

Coaches’ Pass

Per BPYSL/MOSSL policy, a maximum of three individuals listed on the team roster for the match to be played with valid coaches’ card may fulfill the duties as “coach” per MOSSL by-law 7.9.2 and substitute coaches are not allowed.

Limited coaching from the sidelines is permitted only from “the players/coaches” touch line between mid field and the 18-yard line.

A maximum of 18 players may be on the roster and allowed to participate.  A maximum of 4 guest players may be used.

Team rosters must be available to the referee or opposing team coach/manager upon request.

Discipline

The League has established a tracking system that progressively penalizes misconduct.

The match referee is responsible to post to the League website www.buckeyepremier.com all yellow & red cards.  Include team, player name, id number, and properly worded FIFA description of the misconduct.  In addition, for send-offs the standard USSF Referee Report and player or coach card(s) must be mailed to the League President whose address is on the website.  Both of these must be completed within 24 hours of the match.

If parents are involved, include names and team association, if obtained.

Should an official not have access to the Internet, the information should be communicated to Geoff Darr immediately.  Geoff will forward the information electronically on your behalf.

Match Scores

The League provides no paper game reports.  Coaches are required to report match scores.  The referee is expected to retain a personal record for two weeks in event of a dispute of the score.

 “No Show Matches”

Contact Geoff Darr (see below) with all pertinent match information, names and addresses of officials involved, etc., within 24 hours.

Geoff will work through the League to obtain your match fee reimbursement in accordance with the signed 2001 memorandum of understanding.

Should another match at the site have less than three officials, officials from a “no show match” are expected to fill these openings; each official must be available for any originally schedule follow on match(es).  If all other matches are fully covered, it’s break time!

There will be no “double dip” from being paid for a “no show match” and working a match during this time slot with less than three officials.  Also, there will be no reimbursement if an official chooses not to work a match with less than a full crew that fits within the original assignment timing.

90 Minute Match            U-17 & above               $100.00 (Total)          ($40-$30-$30)

DASOA Representative With BPYSL/MOSSL

The Board has asked Geoff Darr to be the direct interface among the membership, Board and BPYSL/MOSSL, provide similar interface for those officials supporting this League who are not DASOA members.

The BPYSL/MOSSL and DASOA Board have agreed that Geoff Darr is the assignor for all League matches in the greater Dayton area.  He has final decision-making authority over all League referee assignments in the greater Dayton area.  He, or his designated representative, will work with representatives not members of DASOA (e. g. Pete Robinson and Sue Bruck in Middletown) in this capacity to provide the most appropriate officials for each League match possible.
